EMERGENCY FOOD &
SHELTER: (EF&S)
EF&S funds come from FEMA (Federal Emergency
Management Agency) and are awarded locally by
the FEMA Board, which is convened by the United
Way. ACTION receives funds for one time
assistance for low-income persons in Delaware
county. Assistance can include emergency
help with utilities, rent, or mortgage payments.

ENERGY ASSISTANCE
PROGRAM: (EAP)
The energy assistance program is designed to
help assist low-income families with their
heating during the winter season. To be
eligible for this program individuals must be 18
years or older and must meet the required
poverty guidelines. Households can receive
assistance with gas, electric and bulk fuel
(wood, propane, LP, etc.). Households
whose utilities are included in rent can also
apply. Approved applicants are protected
from disconnection from December through March.
EAP Summer Cooling:
This program assists low-income residents
with summer cooling needs. Eligible
households may receive up to two box fans, or
$50.00 towards their electric bill if someone in
the house is elderly, disabled or has a child
under the age of six. Also individuals may
receive an air conditioning unit if the
household is in a life threatening medical
situation without the air conditioning, and can
provide written verification of this need from a
medical doctor.
EAP Summer Fill:
Summer Fill is another Energy
Assistance Program. This program offers
the opportunity for families to receive heating
fuel, before the onset of the cold winter
weather at a reduced price. Households can
receive a one time delivery of bulk fuel or four
ricks of wood.

FURNACE
PROGRAM:
The furnace replacement program is designed to
replace furnaces in low to moderate-income
eligible homes. The successful recipients
must be eligible under the Community Development
Block Grant guidelines.

FAMILY
DEVELOPMENT:
ACTION, Inc.
Family Development Program is a voluntary,
in-home program of supportive services that help
identify family strengths, goals, and desires.
A Family Development Specialist meets with
families to help them work them work toward
self-sufficiency.

INDIVIDUAL
DEVELOPMENT ACCOUNTS: (IDA)
The Individual
Development Account (IDA) program is designed to
assist qualifying individuals to accumulate
savings and develop personal finance skills.
The qualified individual must be able to save
$300.00 annually. The State of Indiana
matches the savings 3:1, so for the $300.00
saved, $900.00is matched by the state. The
savings must be used to purchase a home, start a
business, or for higher education.

SENIOR AIDES:
The program is a
community service employment and training
program for adults from 55 years of age or
older. The mission of the Senior AIDES
Program is to help seniors achieve gainful
employment and personal development.
Eligible persons have to be 55 years of age or
older, income eligible, and a resident of the
county.

SHOPPING CART
The
Shopping Cart Program provides transportation
and assistance to individuals 55 years of age or
older and/or disabled residents of Muncie.
Targeted to the individual who has been isolated
or restricted to their home for physical and/or
emotional reasons, the service helps get
groceries and prescription medications. If
the individual cannot shop for themselves the
service will shop for them. The program is
funded by the Community Development Grant
Program. The Community Foundation of
Muncie & Delaware County, Inc. has also provided
funding in support of this program.

WEATHERIZATION:
The primary purpose of the
Weatherization Program is to reduce energy cost
in homes. The labor and materials provided
through Weatherization activities are at no cost
to the applicant. Weatherization will help
customers that rent or own their home.
